1. I’m looking for a windows x64 build. Does anyone have one?

   I’m running Vista 64 and would like to test the noise reduction features of the latest releases.

2. Yes I have an x64 build of dcraw available for download on my website: http://www.fastpictureviewer.com/downloads/#links (along with an optimized x32 build). Those versions does not depend on cygwin or anything.
